On March 23, 2024, UEH - Vinh Long Campus coordinated with the Department of Information and Communications of Dong Thap Province to organize a field research trip on the topic "Digital transformation and economic development program in Dong Thap Province" for the group of learners in Executive Master of Public Policy (EMPP1). This was an activity under the frame of the program to help students better understand how localities implement policies.
The Executive Master of Public Policy (EMPP) program is a practice-oriented program to enhance the capacity to analyze, to evaluate, to plan, and to manage public policy implementation for officials and staff in public organizations listed as state agencies, research institutes, universities, and businesses with an interest in public policy. The focus of the program is to equip students with the ability to identify policy issues and understand the policy context, thereby, being able to plan, to manage, and to lead the implementation of policies in the short and long run, promoting sustainable development domestically and globally.
On the side of Dong Thap Province, there was the participation of Comrade Doan Hung Vu - Head of Digital Transformation and Information Security of the Department of Information and Communications in Dong Thap Province; Comrade Le Thi Kim Loan - Deputy Director in charge of operating Dong Thap Province Digital Transformation Center. On behalf of UEH, the manager and chair of the delegation was Dr. Nguyen Van Du - Vice Dean of the School of Government with a delegation of learners in Executive Master of Public Policy (EMPP1).
During the trip, the student delegation had a meeting with representatives of the Department of Information and Communications in Dong Thap Province. The student delegation listened to a full report from the Department on the Province's current status and orientation of digital transformation, the results of digital transformation in infrastructure development, digital government building, and digital economic and social development. Especially, the three digital transformation areas focused on the most were Agriculture, Health, and Education. In addition, the rapporteur pointed out some causes and difficulties that the Province encountered during the transformation implementation process.

After the presentation from the representative of the Department of Information and Communications of Dong Thap province, the two sides had a lively exchange, with the student group asking questions about the content just shared. The reporter's questions were briefly raised and fully discussed, and some experiences and solutions were mentioned.

Continuing the program, the student delegation visited and paid tribute at Junior Doctor Nguyen Sinh Sac’s Mausoleum, the resting place of the great President Ho Chi Minh's father, and also visited and experienced the smart village model at Tam Que Hometown Assembly Hall located in Tan Thuan Tay Commune, Cao Lanh District, Dong Thap Province.
Located in Tan Thuan Tay Commune, Cao Lanh District, Dong Thap Province, Tam Que Assembly Hall has 47 members, chaired by Mr. Dang Van Nhung. The club organizes regular activities every month for members to share information, experiences, to support, to unite and to cooperate in the production, quality improvement, and consumption of mangoes. Currently, at the Assembly Hall, many agricultural production models applying high technology have also been born. Farmers have gradually shifted from agricultural production thinking to agricultural economics, promoting the unique agriculture tourism model of the Province.

The field research trip on the topic "Digital transformation and economic development program in Dong Thap province" jointly organized by UEH - Vinh Long Campus and the Department of Information and Communications of Dong Thap province was greatly successful. Through the trip, the delegation better understood the role of the locality in planning and implementing sustainable socio-economic development policies in the context of increasing development in technology and international economic integration.
